Congressman Troy Carter has represented Louisiana’s 2nd Congressional District in the U.S. House of Representatives since 2021 (117th Congress-Present). Carter currently serves on the House Committee on Transportation and Infrastructure and the House Homeland Security Committee. Before his election to Congress, Carter served in the Louisiana state house of representatives and on the New Orleans city council, representing District C, which includes the communities of Algiers, Treme, and the historic French Quarter. He was the first African American elected to represent District C on the city council. As a state as a legislator, Carter was a staunch advocate for criminal justice reform, women’s health care, and civil rights and equality on behalf of the LGBTQI+ community. Carter earned a bachelor’s degree in Political Science and Business Administration from Xavier University and an M.B.A from Holy Cross University.
