Congressman Emanuel Cleaver has represented Missouri’s 5th Congressional District in the U.S. House of Representatives since 2005 (109th Congress-Present). Before Congress, Cleaver served on the Kansas City, Missouri city council and was the first African American mayor of Kansas City. In Congress, he is a member of the House Committee on Financial Services where he serves as ranking member of the Subcommittee on Housing and Insurance and as a member of the Subcommittee on Capital Markets. He is also a member of the U.S. Helsinki Commission. In 2016, as ranking member of the Housing and Insurance Subcommittee, Cleaver successfully co-authored the largest sweeping reform bill on housing programs in 20 years, the Housing Opportunity Through Modernization Act. This bipartisan comprehensive housing bill was passed into law with a unanimous vote. Cleaver graduated from Prairie View A&M University and received a Master of Divinity degree from St. Paul School of Theology.
